It contains analysis of the reports received from every local supervising authority (LSA) in the UK for the last year.
The executive summary states: ‘Whilst the reports have provided assurances that supervisory frameworks and processes are in place for statutory supervision of midwives across the UK, variations remain in relation to how they discharge their supervisory functions.
‘The LSAs’ responsibility for safeguarding and protecting the public is a primary aspect of their function. This is demonstrated when poor practice is identified, and actions are taken with individuals and services to support improvement.’
It goes on to say: ‘We are able to report that the majority of LSAs have made good progress in the promotion of normality in childbirth, the recruitment of supervisors of midwives and user involvement in LSA audits.
‘However, some recommendations identified in last year’s reports should form part of an ongoing implementation and monitoring programme for all LSAs. This will ensure the progress made to date continues during the next reporting year.’
Among the ongoing recommendations are: continuing robust recruitment strategies to ensure sufficient number of supervisors of midwives and monitoring outcomes from supervisory investigations.
